Edit
AT&T provides a free online telephone relay service for those who can’t talk on the phone, but have access to the Internet. It’s great for business calls, making appointments, and brief personal calls.

The service works over their website and connects users to a Communications Assistant (CA) who will speak for you. You type in the number you want to call and then you communicate by typing outgoing messages on your computer keyboard and reading incoming messages on your computer screen. You type what you want to say, the CA talks for you, and then the CA types the responses back to you. It's great.

An advantage of this relay service is that it does not require any special equipment or even a telephone and it's free! There aren’t even any charges for long distance calls.
